This article is devoted to the consideration and analysis of the experience of the English teacher R. Owen, who was a pioneer in addressing the problem of educating street children, children of the urban poor and, as a result, potential juvenile offenders. The measures proposed by the famous English reformer in the late XVIII century to support the children of the listed categories have been revealed. The article reveals the experience of Robert Owen in opening a «school for young learners», where young children received a normal upbringing (moral, physical, aesthetic, mental), which influenced the formation of their personality. Moreover, he opened a school for workers’ children. The authors emphasize that Robert Owen's pedagogical activity was based on the principle of social justice, which implied maintaining a balance of rights and responsibilities of the individual, work and reward.
