CIVIC MATURITY AS AN OUTCOME OF EDUCATIONAL ACTIVITY

The article examines civic maturity as an integral personal quality shaped through purposeful educational activity. A review of 30 Russian and international studies published between 2000 and 2025 refines the conceptual boundaries of the phenomenon and differentiates «civic identity», «social maturity», and «civic responsibility». The value-motivational component captures internal acceptance of democratic values, the development of civic identity, and a stable orientation toward public benefit; it is fostered by dialogic practices, school rituals with cultural-historical meaning, and projective tasks that encourage personal choice. The cognitive-legal component reflects the level of legal literacy and critical analysis of socio-political information; it is developed through interactive case studies, «School of Law» role-plays, media analysis, and research projects in which students interpret real legal documents and procedures. The activity-practical component describes adolescents’ actual participation in legitimate civic forms. Social projects, volunteer programs, participatory student self-government, and online engagement platforms translate acquired values and knowledge into stable behavioral practices. The integrated implementation of these three components synthesizes personal autonomy, legal competence, and social activity, thereby constituting full civic maturity as the ultimate result of the educational process. Pedagogical mechanisms that support this synthesis include dialogic value education, interactive legal literacy modules, social project work, and participatory governance. Civic maturity thus combines individual autonomy with legal capacity, preparing young people for responsible participation in the life of society and the state. Future research should focus on developing a process-oriented model of civic maturity formation, conducting cross-cultural comparisons, and theorizing digital citizenship.
