The article presents the process of developing the students’ foreign-language idiomatic competence as a solution to the problem of language and culture interaction in the educational environment of the university. The authors identify and describe the factors contributing to the development of foreign language idiomatic competence, such as lack of literal translation, the presence of cultural connotation, and the enhancement of language proficiency levels. These factors aid in understanding and reproducing foreign speech. The article emphasizes the important role of cultural dialogue in foreign language learning, which influences the development of a multicultural bilingual identity and provides a comprehensive understanding of the culture and life of language speakers. The authors note that the competency-based approach is a guiding framework for higher education, and within this context, the concept of communicative competence (the goal of foreign language learning) is expanded to include idiomatic competence. Based on an analysis of scholarly literature that examines various perspectives on the terms «idiomaticity» and «idiom», the authors identify the characteristics of idiomatic expressions, which include being a holistic structural semantic unit, having meanings that are not easily understood by foreigners, potentially being formed through expressive means, possessing expressiveness, and consisting of one or more words. They define the concept of «foreign language idiomatic competence of students» and highlight its distinct features. The paper also outlines the stages of developing foreign language idiomatic competence and presents tasks for enhancing students' idiomatic competence within the framework of the course «Foreign Language». In conclusion, the necessity of developing students' idiomatic competence is stressed, underscoring its relevance for both expanding vocabulary and acquiring adequate linguistic and cultural knowledge.

Key words: idiomatic competence; development of idiomatic competence; competence-based approach; dialogue of cultures; communicative competence
