LEGAL TRANSFORMATION OF THE EDUCATIONAL ENVIRONMENT OF HIGHER EDUCATION IN RUSSIA IN THE POST-SOVIET PERIOD

The legal and regulatory framework, which determined the development of educational space of higher education during the collapse of the Soviet Union, is studied. Regulations adopted in difficult post-reform conditions formed the basis of the study. It is concluded that the changes taking place in the modern system of education should be implemented with the account of existing experience and gradually integrated into the existing «organism» of higher education. The article presents the author's vision of the issues of goal-setting of educational process in higher education, established by normative acts. A comparative legal research with identification of «weak spots» in the current legal acts on the declared goals in higher education has been conducted. On the basis of retrospective analysis, the possibilities of achieving balance in the normative acts regulating the educational space of higher education using the experience of the past have been determined.
