The article studies the creative potential as a need, readiness and ability of a person to create unique spiritual and material values on a personal and societal level. This definition contributes to the substantiation of a multilevel model of personal creative potential with clear and measurable indicators of creative achievements, evaluated by the creator (subject) and having public recognition. This, in turn, allows the educational organization to build a clear support system in the development of the creative potential of today's youth. The system includes: 1) effective, personally significant incentives (material, moral, social, creative, psychological, coercive); 2) mentoring institution to accompany the development of unique spiritual and material values; 3) meaningful and stimulating events (trainings, fairs, exhibitions, festivals, concerts, project and talent contests, schools (camps) of talent and creative industries); 4) creative ideas of creative subjects, aimed at the production, development and distribution of unique spiritual and material values.
